BOARD MEETING MINUTES

JULY 12, 2023

 

Meeting was called to order at 7:00 pm by Chairman Dean Liddicoat.

Present:  Dean Liddicoat, Mark Sieling, Jeff Lindner, Michelle Wendhausen,  Sam Palzkill, Josh Husom

 Others Present:  List attached

Confirmed compliance with open meeting law.  Posted July 10, 2023 at the Town Hall and on the Township website.

Minutes from the June 13, 2023 Board  meeting  were approved  on a motion by, Mark  second by Jeff.

Speakers:

  Michael Goff – Pattern Energy.  Permits for construction will be applied for late in 2023 with construction starting  the first six months in 2025

  Chris Ladd – Health issues and setbacks for wind turbines.

  John Foley – Issues with the PSC only

  Jane Potocki – PSC issues

  Kathy Ladd – Wind turbine issues

Pat Ripp – site review for new residence approved on a motion by Mark, second by Jeff

Jon Novak – per Stosh, driveway for Jon only, not a buyer, to gain access to property and only the first 300 feet of road.  Driveway approved on a motion by Mark, second by Jeff.    Rezoning requested from Ag1 to AR1 approved on a motion by Mark second by Jeff.

Ed Schmitz – the culvert he is concerned about is his, not the Township’s

Corrine Danies – Not present.  Tabled to next month, the Board needs clarification.

Meteorlogical tower – Stosh reported a driveway is not needed.  They are using a farm drive.  Site not visit because tower is temporary.

Wind Turbine Ad hoc Committee – Report give my Kathy Ladd.  Summary attached.

Dean -- reported on progress of road repair/construction.

Josh – Reported there was tree down  on Lawinger Rd and report came to him via relay calls from several people.  He requested an emergency contact number be posted on the website and the message board at the hall.  The wiring of the loader for the mower is complete but would not work. Parts have been ordered.  Mike Pustina will haul it back next week.

Mark indicated the bottom panel of the overhead door needs to be replaced.  It was approved for Kevin’s overhead doors to install a new one and, if possible use his lift to replace lights in the garage.

Sam – there is a $50,000 plus interest CD maturing on July 19.  After discussion of interest rates, it was decided to move that CD along with an additional $200,000  to one year CDs at Community First Bank.  Sam will take care of.
Discussed retirement plans for the Township.  Settled on a SIMPLE IRA thru Community First Bank to start on January first next year.  The Township will match up to 3% of the employee contribution.  Details to be determined.

Dean will call Scott Construction regarding work on Cave Rd.

West End Salvage – receiving minimal amounts after trucking fees. 

Mel Masters – Meals on Wheels will be prepared at the Law Enforcement Center going forward.  County received an additional $70,000-$80,000 in old bills for Bloomfield Manor.  The septic tank there has been capped.

The next meeting is set for August 9, 2023.
